arche noVa - initiative for people in need is an independent, non-religious, non-profit and non-governmental organisation (NGO) from Germany working in the fields of humanitarian aid, rehabilitation and development. The primary focus of our activities lies in Water, Sanitation and Hygiene (WaSH).

The organisation is based in Dresden, Germany, and is a member of Aktion Deutschland Hilft (ADH), the alliance of German aid organizations. arche noVa bears since 1996 the donation seal of the German Central Institute for Social Issues (DZI).
In Myanmar arche noVa is active since September 2008. At the moment we are implementing projects in 23 different regions: Northern Shan State and Rakhine State. In country, our main sectors of operation are: WASH, DRR and basic infrastructure. For the implementation and coordination of arche noVa’ country program we are looking for a

        Head of Programmes Myanmar

The responsibilities of the Head of Programmes include project management, financial management, operational support, communication and representation of arche noVa to the local authorities and the other local stakeholders. The Head of Programmes Myanmar is based in Yangon with frequent travel to project sites. The position reports to the Head of Mission and oversees two Project Managers, one WaSH Engineer and one Office/Project Assistant.

The Head of Programmes will be

  • Responsible for planning, implementation, management, monitoring and evaluation of project activities as well as impacts of the projects
  • Develop mission monitoring and evaluation structures and processes
  • Provide accurate and timely project-related reports
  • Prepare future proposals as well as seek new funding opportunities
  • Ensure Budget Control in cooperation with Finance Manager
  • Responsible for optimal use of logistical, financial and human resources
  • Focal point for Prevention of Sexual Exploitation and Abuse (PSEA) and for Organizations
  • Provide PR department at HQ with relevant material for the visibility of the project and further fundraising
  • Coordinate and link with partners, donors, stakeholders; proactively seek potential collaborations and funding opportunities
  • Provide Human Resource Management/Team leading/on-the-job coaching
  • Participate in organizational development
  • A relevant College or University degree and or a relevant special vocational training showing a strong thematically background in WaSH
  • Minimum of 5 years demonstrated experience in international emergency and development project management (> 2 years in a leading position)
  • Fluency in English (written and oral)
  • Demonstrated experience in programme and human resource management
  • Experience in writing project proposals incl. budget and monitoring of those projects
  • Ability to effectively lead an intercultural team  
  • Flexibility, ability to work under stress and capacity to meet tight deadlines


  • Experience in WaSH thematic areas a distinct advantage: rural WaSH, WaSH in schools, inclusive WaSH, Menstrual Hygiene Management, knowledge of different hygiene approaches
  • Community and/or school based Disaster Risk Reduction
  • Experience with basic infrastructure construction (e.g. school buildings)
  • Experience in implementing Complaint & Feedback Mechanisms
  • Language knowledge in German
  • Awareness of the Myanmar humanitarian, development, security and political context
  • Working experience in an Asian context
  • Knowledge of Donors (like BMZ, UN Ocha Pooled Based Fund, ECHO, DFID, Unicef)
  • Experience in implementing emergency relief and transitional aid projects
